Dear Lloyd,

You will see from the enclosed extract from a letter from Dr. Morgan, the United Kingdom representative on the Health Committee of the League of Nations, that the question arises whether the Colonial Office apprehend any political repercussions in using Hong Kong as a base for the proposed medical mission, rather than a point on Chinese territory. I do not know who in the Colonial Office deals with such matters and I should be grateful if you will pass this letter to him asking him whether he will be good enough to let me know what the views of your Department are in the matter. I am also consulting the Foreign Office.
